Under det inledande seminariet analyseras Internet av Generaldirektör Nils Gunnar Billinger, Post- och Telestyrelsen. Han ger sin syn utgående från den svenska statens roll i förvaltningen och vidareutvecklingen av Internet. PTS kommer också att redovisa den senaste kartläggningen över hur långt bredbandsutbyggnaden har kommit i Sverige och hur den kan påverka den regionala utvecklingen.

The Internet is, architecturally and operationally, a "commons" - a region which is provided by corporations and network providers in which people do work. The tragedy of the commons is often all too apparent: people use it to accomplish their own goals and think nothing of the welfare of others that use it. This is increasingly problematic, as spam, viruses, and attacks crowd out useful traffic, and poor network and application designs make new application deployment difficult. We will consider architectural approaches to limiting these attacks and opening the way for new applications, making the commons available once again for new users.
